Construction on Carrie Halsell Residence Hall began in summer 2001, and was completed in 2002; at the time of its construction, it was the first new residence hall on campus in almost 30 years. The four-story facility can house 210 students in suite and apartment-like rooms. Naming the building was largely driven by student input.

The hall is named for Carrie Halsell, OSU's first known African American graduate. Carrie Halsell graduated from Oregon Agricultural College in 1926 with a B.S. in Commerce, and went on to complete a Master's in Business Education from New York University. Halsell was then hired as an instructor of Business Education at Virginia State University, later becoming a Business Administration faculty member at South Carolina State College in 1945.
